Waterford man accused of sexual assault of child faces new charges

A 67-year-old Waterford man, who faces 448 years in prison for possession of child pornography and for sexual assault of a child, is being held in the Racine County Jail on a $150,000 cash bond after more charges were filed Thursday afternoon.

In the new case against Gregory P. Frank, he is charged with misdemeanor criminal trespassing and four felony counts of bail jumping. The new felony charges carry a fine of $40,000 and 24 years in prison, while the misdemeanor carries a fine of $10,000 and nine
months in jail.

Frank, who will be in court for a preliminary hearing June 7 at 9 a.m., already has two other cases pending. In addition to the original case, which followed a Feb. 21 search warrant, Frank faces two felony bail-jumping charges for an incident in April.

According to the new criminal complaint:

Frank had been released on bond and ordered to remain under house arrest with GPS monitoring. He sold his home in Waterford to his daughter in April, and after the closing, she told him he was no longer allowed at the residence. The complaint states the locks were changed, but the garage door code was not, and that Frank would have knowledge of that code.

The defendant was seen May 14 entering the attached garage and the residence. A check with Frank’s case manager revealed his GPS showed him at the home and also at a Walmart store.

Frank was charged with two earlier bail-jumping charges after police learned that he had purchased four cell phones and a Dell tablet from Sam’s Club in Franklin. As a condition of his bond in the original case, he was prohibited from possessing any cell phones or computers that had internet or social media capabilities.

During the investigation into the child pornography charges, which resulted in police finding more than 500 images, police found photographs of a 9-year-old girl, who Frank allegedly assaulted about 10 times from 2012 to 2016.
