Known to be a member of a Chicago street gang, a Racine man was back in Racine County Court on several drug trafficking charges.
Orlando Carlos, 27, was charged by the Racine County District Attorney’s Office with four counts of manufacturing and delivering marijuana, four counts of maintaining a drug trafficking place, and manufacturing/delivering cocaine. If convicted of all charges, Carlos faces up to 61.5 years and fines up to $110,000.
According to the criminal complaint, an agent with the Racine County Sheriff’s Department Metro Drug Unit set up a number of controlled drug buys from Carlos over the course of several months. Agents identified him as a member of the Imperial Gangster street gang out of Chicago. Known to sell MDMA, marijuana, and cocaine, Carlos is a repeat drug offender who was out on parole.
Carlos sold a confidential informant 13.1 grams of marijuana and 1.3 grams of cocaine over the course of several months, once at a church on 6th Street near Kinzie Avenue. A piece of paper weighs about 4.5 grams.
A cash bond was set for $20,000. Carlos is being held on a probation hold by the Wisconsin Department of Corrections.
The fresh charges come on the heels of a series of fleeing and eluding charges filed last week that transpired over the past six months.
In separate but related cases, Carlos was also charged by the Racine County District Attorney’s Office March 21 with first degree recklessly endangering safety, three counts of attempting to flee or elude a police officer, possession with intent to deliver or manufacture marijuana, obstructing a police officer, possession of drug paraphernalia and three counts of operating a vehicle while revoked.
If convicted of all charges, he faces up to 48 years seven months in prison and/or fines up to $73,000.
According to the criminal complaints, the charges stemmed from four different incidents.
An officer with the Racine Police Department was in the 1500 block of Superior Street at 1 p.m. March 20, when he saw Carlos loitering near Superior and Kewaunee street in the middle of the road. A second male and Carlos exchanged items quickly and walked away from one another. After a foot chase, the officer used a taser to stop Carlos. He had baggies of marijuana, over $1,000 and a digital scale.
In February, a deputy was on patrol with the Racine County Sheriff’s Department when he stopped Carlos on Marquette Street at State Street. He had a revoked driver’s license and several warrants for his arrest. During the stop, Carlos sped away and the deputy chased him .6 miles as he was speeding at 60 mph in a 30 mph zone. He also failed to stop for several signs.
This happened again in January when a patrol officer attempted to conduct a traffic stop and Carlos sped away. Noticing an open bottle of liquor in the car, the deputy asked him about it and Carlos sped away. Traveling a 90 mph in a 35 mph zone, he again failed to stop at stop signs.
In September, officers with the Racine Police Department tried to conduct a traffic stop on Carlos in the 900 block of Center Street. When police tried to stop him, he let a passenger out and sped off, The officer lost sight of him near the train bridge. But they found the truck in the 1500 block of Ann Street. The car was towed.
Carlos’ girlfriend reported it stolen and he had called her saying that he left her car parked in the area.
In those cases, he is being held on a $250,000 bond. A preliminary hearing has been set for 8:30 a.m. April 10.
