Former Burlington man charged with possession of child porn

A 34-year-old Kenosha man faces five felony counts of possession of child pornography according to a criminal complaint filed Monday in Racine County Circuit Court.

Levi L. Mukka, who lived in Burlington at the time of the alleged offense, could be fined $500,000 and spend 125 years in prison if he’s convicted on all charges.

According to the criminal complaint:

An investigator viewed two partial videos in December 2017 that came from Mukka’s IP address from his home in Burlington. During a search warrant, police seized a laptop computer that contained at least 200 cached images of what they believed to be child pornography.

Police also found at least 90 files related to child pornography on Mukka’s cell phone and a video viewing program on the laptop with at least 10 files relating to child pornography. A forensic analysis further revealed 2,590 photographs considered to be child erotica and an indication of an interest in child pornography.

Mukka, who is being held in Racine County Jail on a $50,000 cash bond, will be back in court June 27 for an 8:30 a.m. preliminary hearing.

22-year-old charged following June 8 shooting incident

Reports of shots fired at a downtown Racine market June 8 led to a number of criminal charges filed Monday in Racine County Circuit Court against a 22-year-old Racine man.

Nikolas L. Cobb is charged with felony counts of possession of a firearm by a felon and first-degree recklessly endangering safety with the use of a dangerous weapon, along with misdemeanor counts of carrying a concealed weapon and disorderly conduct.

The two felony charges carry a total fine of $50,000 and 22 years, six months in prison. The misdemeanors carry a total fine of $11,000 and a year in county jail.

According to the criminal complaint:

Police responded to Nick’s Market, 1407 Superior St., where they spoke with a woman, who stated she was arguing with two women when she observed the defendant pull a black, semi-automatic handgun. She then heard one loud “pop,” which was gunfire.

The woman, who stated that Cobb fired the shot into the air, reported the incident to police June 9 because she had been drinking, the complaint states.

Police were able to identify Cobb using video surveillance footage from the market. He also was positively identified in a photo lineup by the woman who reported the incident.

Cobb is due back in court June 27 for an 8:30 a.m. preliminary hearing.

Brought in on warrant, Racine man charged with drug trafficking

A 25-year-old Racine man was returned to the Racine County Circuit Court on an arrest warrant Monday, the same day he was charged with a number of drug-related offenses that date back to June 2017.

Shaquille R. Carter is charged with five felony counts of manufacturing/delivering cocaine with intent to deliver or distribute and four felony counts of maintaining a drug trafficking place.

If convicted of all charges, Carter faces a total fine of $165,000 and 64 years in prison.

Carter, who was returned on an arrest warrant from August 2017 on Monday, faces an additional 25 years in prison on each of the manufacturing charges because they occurred within 1,000 feet of a park. In addition, he’s charged as a repeat offender, which could lead
to an additional 36 years in prison.

According to the criminal complaint:

Officers with the Racine County Sheriff’s Metro Drug Unit, working with a confidential informant, made undercover drug purchases from Carter on June 5, 8, 12, 22 and 28, in 2017. Each of the purchases was for cocaine, which totaled .34 grams.

Court records indicate the defendant was convicted in 2013 of felony armed robbery and attempted armed robbery in Marion County, Indiana.
